Inmates housed at Phillips Transition located at 2989 W Rock Quarry Rd in Buford, GA are housed according to their security level (based on several factors including criminal history and length of sentence). There are adequate education and vocational training programs for all prisoners, especially those who show a willingness to learn new things that will prepare them for a better life upon release. Its mission is to develop and prepare offenders to leave the country better than when they arrived, giving them a better chance of not returning and thus reducing the rate of recidivism.
After being incarcerated in a state prison, selected offenders are gradually reintegrated into society with employment and improved security through placement in one of the state's transitional facilities. Studies have shown that offenders who have a chance of re-entering the community after a stay in a transitional facility are about 1/3 as likely to succeed in maintaining a crime-free life.
Transitional Living Program For Young Women From Georgia
There are 13 transitional centers operating across the state, two of which are dedicated to housing female offenders. 2,674 transitional beds were provided, of which 346 were reserved for offenders. In order to be eligible for transfer to a transitional facility, an offender must receive a referral from the parole board or classification committee at the state prison. Decisions about selected offenders are based on criminal history, behavior while incarcerated, date of release and many other factors.
One of the functions of the Transitional Center is to provide "work release," which allows the offender to find and maintain gainful employment in the community while requiring him to comply with the terms of the program. Offenders stay at the facility, participating in many programs and activities that contribute to the upkeep of the facility. Wages earned by offenders who release them are sent to prison.
Users are required to deduct taxes accordingly. Part of the salary is used for room and board and the other part for special punishments or expenses. If the offender has small children, he is required to help them in the family. The offender may have a small amount of money to carry and trade, but all other money is deposited into the account until he is released from the facility. Most offenders stay in the work release program for up to six months and then are released on parole. Those who are not eligible for parole will be released when their entire sentence is completed.
The transition also provides housing for low-risk maintenance workers. These residents are not participating in the work release program although they may have access to other programs at the facility. Maintenance residents are responsible for the full-time maintenance of the facility or other government facilities in the area. For example, nearly half of the Atlanta Transit Center's staff are information security personnel who provide detailed information to the Governor's Office, State Department and State Patrol headquarters. These residents are not paid a salary. They can stay in the facility longer than the rest of the population.

The daily cost of housing an offender in a transitional facility is covered by the offender's contribution to their room and board. In addition, offenders on work release contribute to local taxes and support their families.
